In a separate security assessment, NATO’s deputy commander in Europe, Air Chief Marshal Sir John Stringer, stated that Vladimir Putin is becoming “increasingly cavalier, dangerous and risk accepting.” Stringer warned that Russia is attempting to divide Western allies and may test NATO’s collective defense through bolder actions. This follows a documented escalation in covert Russian activities across Europe, including arson, sabotage, and cyberattacks, which have increased significantly since early 2025.

European leaders, including Poland’s Donald Tusk and France’s Emmanuel Macron, have expressed concerns regarding potential Russian strikes on NATO territory disguised as accidents. Meanwhile, Luxembourg’s Grand Duke Guillaume V addressed the UN, warning that the war in Ukraine threatens European peace and the stability of the international order.
