Russian President Vladimir Putin has signed a decree increasing the authorized strength of the Russian armed forces by 15,500 personnel, bringing the total number of military personnel to 1,550,500. This adjustment brings the total authorized strength of the armed forces to 2,441,630. This marks the fourth such increase in 2026.

Government budget documents reveal a significant escalation in military spending. Russia plans to allocate 17.1 trillion rubles for defense in 2027, a 27 percent increase over the previously planned 13.5 trillion rubles. This represents the highest defense expenditure since the start of the conflict in Ukraine in 2022. Total defense spending is projected to reach 50 trillion rubles over the next three years.

To finance this increased spending and a growing budget deficit, the Russian government is planning new taxes, including a windfall tax on metal and mining companies expected to generate 200 billion rubles annually. The 2026 budget deficit estimate has been raised to 3.2 percent of GDP, up from 1.6 percent. Additionally, state debt is projected to rise to 21.7 percent of GDP in 2027.

Ukrainian President Volodymyr Zelenskyy has reported that Russia has begun additional mobilization efforts, including the potential recruitment of foreign nationals. He also stated that over 8,000 North Korean soldiers are currently on Russian territory, with plans for an additional 10,000 to be sent for training.
