Russia plans record military spending for 2027

Russia is preparing a significant shift in its fiscal priorities, with a new budget proposal for 2027–2029 that prioritizes massive military spending at the expense of social and civilian sectors. The draft budget, submitted to the State Duma, allocates approximately 17.1 trillion rubles (roughly $205 billion) for defense in 2027. This represents a roughly 40% increase over 2026 plans and would account for about 35% of the total federal budget.

To fund these military expansions and manage the costs of the ongoing war in Ukraine, the Russian government plans to implement tax increases. Proposed measures include a 22% VAT on foreign online retailers and higher taxes on dividends, interest, and real estate sales. Additionally, a special tax is planned for mining and metal companies.

Conversely, funding for civilian services is set to decline. Projections indicate cuts to health and education spending by over 5%, while social programs could see a reduction of more than 6%. Notably, the federal cancer program is projected to lose approximately 97% of its planned public funding. Analysts note that because much of Russia's actual military expenditure remains classified, the true scale of defense spending may exceed these official figures.
