Russia uses deceptive recruitment in Africa and Latin America for Ukraine war
Russia is utilizing a global recruitment network to draw fighters into the war in Ukraine, often targeting economically vulnerable populations in Africa and Latin America through deceptive practices.
In Africa, Cameroon has emerged as a significant source of recruits. The Cameroonian government confirmed that Russia notified them of the deaths of 16 citizens, seven of whom died during military actions in Ukraine. Many recruits are lured by promises of high-paying jobs in construction, security, or logistics, or through programs like the 'African Initiative' and 'Alabuga' which are presented as educational or cultural exchanges but are linked to military recruitment. The promise of rapid Russian citizenship is also a major incentive.
In Latin America, recruitment efforts have targeted Mexico, Peru, Colombia, and El Salvador. In Mexico, authorities confirmed 14 successful recruitments via social media. In Peru, an estimated 1,200 citizens have enlisted since 2024, often under the guise of service jobs. Recruits frequently report that upon arrival in Russia, their passports are confiscated and they are deployed to the front lines, with promised wages and bonuses failing to materialize.
The recruitment pipeline spans from Somalia and Sri Lanka to various African and Latin American nations, exploiting economic desperation through intermediaries and social media advertisements.
