Russia reports strikes on Ukrainian ports and claims rejected prisoner exchanges

The Russian Ministry of Defense reported several military strikes targeting Ukrainian infrastructure and vessels. According to the ministry, Russian forces used high-precision weapons and drones to strike fuel tanks and military storage facilities in the port of Chornomorsk, a dry cargo ship carrying military equipment in Odesa, and a patrol boat in the port of Ochakiv within the Mykolaiv region.

Separately, Russian Human Rights Commissioner Yana Lantratova claimed that the Ukrainian government has rejected multiple prisoner exchange proposals. Lantratova stated that three lists were presented to Kyiv in July, but were turned down. She noted that Russia is prepared to release 224 Ukrainians currently serving sentences in Russia in exchange for Russian citizens, but alleged that Kyiv is prioritizing public relations over the return of personnel.
