Russia seeks strategic partnership with Afghanistan

Russia is moving toward a comprehensive strategic partnership with Afghanistan, focusing on security, counterterrorism, and economic cooperation. Recent diplomatic activity, including a visit by foreign intelligence chief Sergei Naryshkin to Kabul and an upcoming economic delegation led by Deputy Prime Minister Alexey Overchuk, signals deepening ties.

On the security front, Moscow aims to expand cooperation regarding counterterrorism and anti-drug operations. This may include providing weapons, drone warfare training, and conducting joint anti-terror exercises to help the Taliban combat ISIS-K, which Russia views as a threat to Central Asian stability. Russia has also expressed a willingness to mediate diplomatic differences between Afghanistan and Pakistan.

Economically, Russia is interested in Afghanistan’s vast mining industry, valued at approximately $1 trillion. Access to Afghanistan’s critical minerals is seen as a way for Russia to bolster its position in the global technological race, particularly for materials essential to artificial intelligence, robotics, and the Internet of Things.
