Montenegro to introduce visa requirements for Russian citizens

Montenegro will implement a visa regime for Russian citizens starting November 1, 2026, as part of its efforts to align with European Union visa policies and meet accession criteria. The decision follows the termination of a 2008 mutual travel agreement, which Montenegro officially notified Russia of on September 28.

In response, Russian Foreign Ministry spokesperson Maria Zakharova announced that Russia will implement reciprocal visa requirements for Montenegrin citizens. Zakharova stated that Montenegro's decision to end the visa-free regime will harm the country's economic interests, specifically by reducing the number of Russian tourists, impacting local businesses, and worsening the investment climate.

In addition to Russia, Montenegro is also introducing visa requirements for citizens of Belarus, China, Turkey, and Saudi Arabia to fulfill obligations related to its EU integration process.
