Russia considers S-400 transfer from Turkey under strict conditions

Russian Foreign Minister Sergey Lavrov has indicated that Moscow is open to evaluating proposals for the transfer of S-400 air defense systems currently held by Turkey to a third country. Speaking on the sidelines of the 81st UN General Assembly, Lavrov noted that such a transfer is possible provided certain strict conditions are met.

Key requirements for any transfer include the recipient nation maintaining friendly relations with the Russian Federation and providing absolute guarantees that the systems will not be re-transferred to another party. Lavrov emphasized that any such move requires official Russian consent, citing contractual obligations and end-user certificates.

Turkish Foreign Minister Hakan Fidan confirmed that discussions regarding the potential re-export of the systems are ongoing, though he noted there is no specific deadline for a conclusion. Fidan stated that the Turkish government would inform the public once discussions are finalized. While there has been speculation regarding potential buyers such as the United Arab Emirates, Lavrov clarified that Russia has not yet received a formal request from Ankara regarding this matter.
