Russia-Ukraine diplomacy shows signs of movement amid intensified strikes on Kyiv infrastructure

Diplomatic efforts to restart peace negotiations between Russia and Ukraine are gaining momentum following high-level contacts in September. US envoys have engaged with leaders in both Moscow and Kyiv, with Washington proposing a potential three-party negotiation involving the US and suggesting Saudi Arabia as a meeting venue. The US strategy appears to focus on building momentum through consensus-based issues, such as protecting energy infrastructure, restoring Black Sea grain corridors, and humanitarian agreements, rather than immediately tackling the most difficult political disputes.

Simultaneously, military tensions remain high as Russia intensifies strikes on Ukrainian infrastructure. On October 1, Russian drone attacks targeted the Pivdennyi (South) Bridge in Kyiv, leading to the temporary closure of major transit routes across the Dnipro River. These strikes, which also hit power plants and ports, coincide with reports of a directive from President Vladimir Putin to lift restrictions on Russian airstrikes. In response, Ukrainian forces have targeted Russian energy facilities, including a Lukoil refinery in Volgograd.
