Armenia removes Russia from strategic partner status in new government program

Armenian Prime Minister Nikol Pashinyan has announced that Armenia will no longer define Russia as a strategic partner in its 2026-2031 government program. This shift follows the September 2022 military escalation with Azerbaijan, during which Yerevan claims Russia and the Collective Security Treaty Organization (CSTO) failed to fulfill their security obligations.

While Armenia intends to maintain multi-sectoral dialogue and economic ties with Moscow, the relationship is being redefined under new regional conditions. Armenia has already frozen its CSTO membership and is increasingly looking toward Western institutions. Pashinyan indicated that the country may soon submit an official application for European Union membership, a move the EU has stated it would examine with interest.

In response to Armenia's pivot, Russia has implemented economic measures, including bans on Armenian agricultural and mineral water imports. Russian officials have warned that Armenia risks losing various privileges and 'gifts' if it continues to pursue Western integration. To counter this economic pressure, the European Union has provided 52 million euros in financial aid to Yerevan.
