Russia's 'Dead Hand' Automated Nuclear Retaliation System

The Soviet‑era automated nuclear control system known as Perimeter, or “Dead Hand,” was completed in 1985 and, according to Russian officials, has never been dismantled. The system is designed to launch the country’s nuclear arsenal automatically if command structures are destroyed, using a network of sensors to verify a catastrophic attack.

The device resurfaced in public discussion after a heated summer‑2025 exchange between U.S. President Donald Trump and Russian Security Council Vice‑President Dmitri Medvedev over the war in Ukraine. Medvedev referenced “мёртвая рука” (Dead Hand) in a Telegram post, reminding the world that Russia retains a mechanism for an apocalyptic retaliatory strike even after total leadership loss.
