Russia's economy shows no signs of radical mobilization shift

Analysis suggests that while there is speculation regarding a potential shift toward a radical “mobilization economy” in Russia, there are currently no visible signs of such a transition. Russian industrial and financial leaders continue to operate under existing frameworks, focusing on standard budget preparations and public planning.

Finance Minister Anton Siluanov has maintained that the budget is fully funded and that there are no significant issues. Similarly, the Central Bank of Russia has released its annual monetary policy framework, pledging to keep inflation under control.

Despite these calm public stances, budget execution data from the first eight months of the year indicates that Russian public finances remain strained. While the budget deficit recently decreased by 700 billion rubles (approximately $8.3 billion) to 5.8 trillion rubles, this reduction was largely driven by dividends from the National Wealth Fund.
