Russia's FSB shifts focus from counterterrorism to hunting spies

The Russian Federal Security Service (FSB) has undergone a fundamental shift in its domestic security doctrine, pivoting from a primary focus on counterterrorism to an aggressive campaign of hunting spies. This transformation occurs as the conflict in Ukraine becomes increasingly protracted.

Under this new framework, the security apparatus is employing counterintelligence tactics reminiscent of the Soviet era to penetrate private companies, state institutions, and ordinary society. The Kremlin is increasingly treating perceived political threats as potential acts of treason, relying on secret assessments from security services rather than formal legal standards.

This shift coincides with expanded repression, including frequent internet shutdowns, draconian social media restrictions, and the silencing of critical reporting regarding the war and the economy. The new strategy aims to maintain discipline among the political elite and the general population by rooting out any perceived threats to regime power.
