Rwanda and EU sign €40 million climate‑smart agriculture agreement

The Government of Rwanda and the European Union have signed a financing agreement worth €40 million (about Frw 67 billion) to transform Rwanda’s agriculture sector. The five‑year programme, called “HANGARIBIHE: Transformational Climate‑Smart and Inclusive Agriculture in Rwanda”, will provide €36 million in budget support and €4 million for technical assistance, capacity building and studies.

The funding supports Rwanda’s National Strategy for Transformation and the Fifth Strategic Plan for Agriculture Transformation, focusing on expanding irrigation, sustainable land management, climate‑resilience, ecosystem restoration and improved climate information systems. Minister of Finance Yusuf Murangwa and EU Ambassador Belén Calvo Uyarra highlighted the partnership’s role in boosting productivity for smallholders, cooperatives, women, youth and SMEs while promoting environmentally‑friendly practices.
