Rwanda Plans Nationwide 3G Shutdown by June 2027, 2G to Follow
The Rwandan government announced that the country's 3G mobile network will be switched off nationwide on 30 June 2027. A subsequent phase‑out of the 2G network will occur later, once market readiness conditions—such as sufficient 4G/5G coverage and affordable compatible devices—are met. Pilot 3G shutdowns are scheduled to begin in 2026, with the Ministry of ICT and Innovation (MINICT) coordinating the transition alongside the Rwanda Utilities Regulatory Authority (RURA) and mobile operators.
The move is intended to free up spectrum for expanding 4G services and preparing for future 5G deployment. Authorities are urging businesses and public services that still rely on legacy technology—such as mobile money, payment terminals, transport, healthcare and emergency communications—to upgrade their equipment. Rwanda previously partnered with Germany on a study of the technical and economic implications, and Airtel Rwanda has already announced plans to retire its 3G network ahead of the national schedule.
