Saarland government commits to green steel industrial transformation

The Saarland state government is moving forward with a massive transition toward “green steel” production, despite concerns regarding economic viability and high taxpayer costs. Economy Minister Jürgen Barke has defended the initiative, describing state support as a “necessary insurance policy” for a project that must be viewed as a “political and economic whole.”

The transformation involves significant financial commitments, with costs estimated around €4.6 billion. The federal government and Saarland are expected to contribute €2.6 billion, covering approximately 56.5 percent of the total. Barke argues that maintaining steel production is a matter of strategic importance for European resilience, security, and the defense industry, noting that the collapse of major producers like Saarstahl and Dillinger would trigger a chain reaction affecting the automotive and mechanical engineering sectors.

While a PwC study questioned the feasibility of expensive hydrogen-based steel production in Europe, Barke maintains that German companies can remain internationally competitive if the correct industrial policy frameworks are in place. However, critics point out that the project relies on political intervention to ensure viability rather than market forces, and there are ongoing concerns regarding the massive energy requirements needed for such production.
