Egils Zviedris, Director of Latvia’s Constitution Protection Bureau (SAB), has warned that Russia is escalating its unconventional warfare in Europe. Due to its inability to achieve victory in Ukraine, Russia is increasingly utilizing hybrid threats, including cyberattacks, information warfare, and physical acts of sabotage. Zviedris noted that while false-flag operations have not yet been observed in Europe, other hostile activities—such as sabotage against railway lines and drones at Leipzig Airport—have occurred. He cautioned that these rising stakes mean civilian casualties cannot be ruled out.

Latvian President Edgars Rinkevics stated that while there is significant discussion regarding a potential direct Russian invasion of NATO territory, Latvia currently has no evidence to support such a claim. However, Rinkevics highlighted that Russia is actively working to prevent Latvia from assisting Ukraine and seeks to create public insecurity.

In Estonia, authorities confirmed that a recent fire at the Milrem Robotics defense company in Tallinn was an act of sabotage orchestrated by Russian special services. These incidents reflect a broader pattern of hybrid aggression targeting European infrastructure and security.
