Sabah introduces Outcome-Based Integrity framework to combat corruption

Sabah Chief Minister Hajiji Noor has introduced the Outcome-Based Integrity (OBI) aspiration, a new paradigm designed to build a resilient and corruption-proof administrative ecosystem. Speaking at the Integrity, Governance, and Anti-Corruption Convention (KITA) 2026, Hajiji stated that the initiative ensures all governance and anti-corruption instruments produce tangible outcomes.

The OBI framework focuses on three core pillars: significantly reducing the risk of fundamental leakage and misappropriation, enhancing the efficiency and transparency of public service delivery, and increasing the Public Trust Index among citizens and investors.

Moving away from reactive governance, the state will adopt a ‘3P’ formula: Proactive, Predictive, and Preventive. To ensure accountability, OBI success metrics will be integrated into the annual Key Performance Indicators (KPIs) for all department heads and leaders of state-owned companies. The strategy also includes strengthening digital governance through data analysis and behavioral insights to ensure public funds provide maximum value for money.
