Sabah to implement strict regulations for carbon market and deepen China ties

Sabah Chief Minister Hajiji Noor has emphasized the state's commitment to establishing a highly regulated and transparent carbon market. Speaking at the Sabah Carbon Market Forum, he stated that the government will not rush into carbon trading to avoid speculative activities or unverified projects that could damage the state's reputation. The state aims to maintain high environmental, social, and governance (ESG) standards to ensure investor confidence.

Key components of Sabah's climate strategy include the Sabah Climate Change and Carbon Governance Enactment 2025, which affirms state ownership of carbon rights. The state is developing a diverse portfolio of carbon assets, including the Kuamut Rainforest Conservation Project, blue economy initiatives in mangrove areas, methane capture in the palm oil industry, and carbon capture and storage (CCS) in offshore geological basins.

In a separate context, Hajiji Noor highlighted Sabah's strategic role as a bridge for deepening cooperation between Malaysia and China. During a reception celebrating the 77th anniversary of the founding of the People's Republic of China, he noted that Sabah offers significant opportunities for Chinese investment in sectors such as renewable energy, agriculture, tourism, and digital services. He emphasized that the relationship is built on historical maritime trade links and seeks to expand into technical and cultural exchanges.
