Sabina Simonato criticizes TOP card access for people with disabilities

Journalist Sabina Simonato has criticized the logistical requirements for unlocking the TOP Especial transit card, which is intended for people with disabilities (PcDs) in the Greater São Paulo area.

Currently, the only available location for this procedure is in the municipality of Itapecerica da Serra. This centralization forces beneficiaries to travel long distances, such as 83 km from Arujá or 57 km from Franco da Rocha, often without effective digital alternatives like email, telephone, or mobile applications. Simonato described the situation as a failure in planning and a lack of empathy for a population that relies heavily on public transportation.

In response, the Secretaria de Parcerias em Investimentos (SPI) and Artesp stated they are part of the integrated metropolitan billing governance and are in dialogue with Autopass to expand service points and improve the system.
