Sado Estuary designated as Special Area of Conservation in Portugal

The Portuguese government has finalized the classification of the Sado Estuary as a Special Area of Conservation (ZEC) through Decree-Law No. 189/2026. This designation, part of the Natura 2000 network, establishes specific objectives and management measures to protect the region's natural habitats and wildlife.

The new regulations apply to the Sado Estuary ZEC and partially overlap with the Special Protection Areas (ZPE) of the Sado Estuary and Açude da Murta. Protected habitats include estuarine zones, sandbanks, mudflats, coastal lagoons, wetlands, dunes, and cork oak forests. Key species targeted for conservation include the common bottlenose dolphin (Tursiops truncatus), otters, various fish species, and numerous wetland-associated birds.

Under the new regime, territorial planning must incorporate these conservation objectives. Certain activities and interventions that could disturb protected species or degrade habitats will be subject to restrictions or prohibitions, and some may require formal opinions from the Institute for Nature Conservation and Forests (ICNF). Minister of Environment and Energy Maria da Graça Carvalho stated that the decree resolves a process that had been pending for several years, reinforcing the protection of one of the country's most important natural areas.
