Sadyr Caparov calls for UN Security Council reform and centralized sanctions

At the 81st United Nations General Assembly, Kyrgyz President Sadyr Caparov called for significant reforms to the international system and the UN Security Council. Caparov proposed that the authority to impose international sanctions should be centralized exclusively within the United Nations to ensure compliance with the UN Charter and the Security Council's mandate.

Addressing the complexities of global conflicts in regions such as Ukraine, Iran, Sudan, and Palestine, Caparov advocated for a modernized Security Council. He suggested expanding the Council to improve global representation, specifically proposing the addition of two permanent seats for Africa and one for Latin America to better reflect global population and interests.

To improve accountability, Caparov recommended establishing a permanent public record within the General Assembly to track the implementation of member states' decisions and commitments. He also highlighted Kyrgyzstan's readiness to act as a mediator, noting the country's upcoming term as a non-permanent member of the UN Security Council for 2027-2028.
