Salah al-Din Provincial Council vehicle procurement under audit

A 2025 report from the Federal Board of Supreme Audit has revealed irregularities regarding the procurement of 55 vehicles for members of the Salah al-Din Provincial Council. The contract, valued at 5.468 billion Iraqi dinars, was awarded via direct contracting to the Iraqi company Asawer Al-Iraq for Trade and General Contracting.

The audit highlighted several key concerns. First, the procurement was funded through the petrodollar budget, which regulations state should be prioritized for essential services such as electricity, environmental protection, or medical expenses, rather than non-essential projects like vehicle fleets. The council reportedly already possesses 313 vehicles.

Additionally, the report noted that these new vehicles were issued to council members and their aides despite them already possessing vehicles from previous executive roles within provincial departments. These prior vehicles were reportedly never returned to the province, in violation of Council of Ministers decisions.
