Salmon Arm considers $7M contract for sewage plant design
Salmon Arm city council is considering a contract exceeding $7 million for design work related to the Stage 4 upgrade of the local water pollution control centre.
The proposed motion requests authorization for an engineering services contract with Brown and Caldwell Consultants Canada Ltd. This includes approximately $2 million for preliminary design work and roughly $4.5 million for detailed design services, subject to funding confirmation and design reviews.
Staff are also requesting to waive competitive procurement requirements to sole source the work to Brown and Caldwell, noting the firm has been involved since April 2025. Following a conceptual design phase completed in August 2026, the membrane bioreactor (MBR) technology was identified as the preferred option for the sewage treatment plant upgrade.
