Saltillo Cultural Institute Investigates Unauthorized Rooftop Filming

The Instituto Municipal de Cultura de Saltillo (IMCS) announced it will investigate how photographer and content creator Lico Zertuche accessed restricted areas of the municipal cultural sites Casa Purcell and the Teatro García Carrillo. Zertuche posted a video showing himself on the roof of Casa Purcell operating a drone to capture aerial images of the historic centre, which the institute says was done without any institutional authorization.

IMCS issued a statement disavowing any involvement or approval of the footage, noting that the activity breached security protocols meant to protect both visitors and the architectural heritage. The institute said it will launch administrative actions to determine how the unauthorized access occurred, reinforce control mechanisms, and prevent similar incidents in the future. Director Leticia Rodarte Rangel confirmed that the material does not represent official IMCS content.

The investigation highlights concerns over access control at municipal cultural assets in Saltillo, Coahuila, Mexico.
