Salvadoran Electoral Tribunal Addresses Legal Ruling and Anti‑Corruption Reporting

The Salvadoran Tribunal Supremo Electoral (TSE) declared itself incompetent to rule on a constitutional challenge brought by the organization Justicia Sin Fronteras against a JCE regulation that bans the publication of polls outside the pre‑campaign and campaign periods. The case was referred to the Constitutional Court for a substantive decision, and the TSE declined to grant interim measures. A dissenting opinion argued that the tribunal should have examined the matter and possibly annulled the contested provision.

Separately, the TSE announced the operation of an anti‑bribery management system certified under ISO 37001. The system provides three anonymous channels for reporting suspected corruption: an online form on the TSE website, an email address (denuncias@tse.gob.sv), and a physical office at the central headquarters in San Salvador. The tribunal emphasized confidentiality and urged citizens and staff to use these mechanisms to strengthen ethical governance.
