Colombia: Investigations launched into ‘Pacto de Valledupar’
Multiple judicial and disciplinary investigations have been opened in Colombia regarding the ‘Pacto de Valledupar,’ a series of meetings held in October 2025 between government delegates and former paramilitary leaders of the AUC.
Former DAPRE director Angie Rodríguez and former paramilitary commander Salvatore Mancuso have alleged that the meetings, originally intended to advance the Ralito peace process, were instead used to solicit false testimonies against political opponents, including Abelardo de la Espriella, Álvaro Uribe Vélez, and the late Germán Vargas Lleras. Mancuso stated that the request was rejected by the former paramilitary leaders.
The Colombian Prosecutor General’s Office has referred documents to the House Commission of Investigation and Accusation to determine if former President Gustavo Petro’s involvement warrants formal investigation. Additionally, the Procuraduría has opened disciplinary proceedings against former Interior Minister Armando Benedetti and Angie Rodríguez.
In response to these allegations, Enrique Vargas Lleras has filed a complaint against Petro for alleged witness bribery and conspiracy. Meanwhile, Petro’s legal counsel has filed a complaint against Rodríguez for libel, slander, and violation of personal data.
