San Diego Extends Freeway Homeless Encampment-Clearing Deal with Caltrans

The City of San Diego and the California Department of Transportation (Caltrans) have renewed and expanded their agreement to clear homeless encampments along a five‑mile stretch of freeways near downtown. The new contract adds authority for crews to remove graffiti, trim trees, clear weeds and other debris in addition to the existing trash abatement.

Since the pilot began last year, city crews have removed more than 413 tons of trash, helped 115 people transition out of homelessness and placed 19 into permanent housing. Crews give a 48‑hour notice before a sweep; if campers remain, a police officer directs them to social‑service outreach before any enforcement. Mayor Todd Gloria praised the program and urged broader expansion, but officials cite high costs as a barrier. Homeless‑advocacy groups argue the approach can further destabilize vulnerable residents.
