San Francisco and Redwood City address rising housing costs

San Francisco Mayor Daniel Lurie has announced a comprehensive reform package to address a declared rent emergency. The initiative includes over $30 million in investments and six proposed ordinances designed to protect tenants from unfair evictions and sudden rent spikes. Key measures include expanding the Tenant Right to Counsel program with $3 million to provide full-scope legal representation, increasing Ellis Act displacement payments by 25 percent, and preventing evictions for tenants who owe less than one month of fair market rent. Additionally, $27 million will be used to support approximately 650 low-income households following the expiration of federal vouchers.

In Redwood City, voters will decide on Measure E this November, a ballot initiative that seeks to establish rent control on certain older properties. The measure proposes capping annual rent increases at 5% or 60% of the inflation rate, whichever is lower. While supporters, including the nonprofit Faith in Action, argue the measure is necessary to combat rising costs and corporate ownership of apartments, opponents express concern regarding the potential financial impact on landlords and the city.
