San Juan Capistrano approves new affordable senior housing plan

San Juan Capistrano city officials have unanimously approved a new plan for an affordable senior housing project. The decision follows community opposition to a previous proposal that would have featured a six-story, 107-unit high-density building with limited parking.

The new project, awarded to C&C Development Co., will consist of a three-story property containing 30 one-bedroom units and 20 two-bedroom units. To address local concerns regarding parking, the development will include a 46-space parking structure and four surface-level spaces. To prevent overflow, residents and visitors will be prohibited from using nearby residential street parking or qualifying for city parking permits.

The city will contribute $6 million from its housing fund to support the development. The units will be reserved for individuals aged 55 and older, with priority given to current San Juan Capistrano residents and veterans. The project also includes eight units designated as permanent supportive housing for extremely low-income individuals requiring additional medical or disability services. Construction is expected to take approximately two and a half years.
