San Luis Potosí municipality expands Supreme Court dispute over stalled public works
The City Council of San Luis Potosí has expanded a constitutional controversy filed before the Supreme Court of Justice of the Nation (SCJN) due to the continued stalling of municipal public works projects.
Mayor Enrique Galindo Ceballos reported that approximately eight to ten projects remain halted because administrative procedures are being blocked by the State Comptroller's Office. Galindo noted that some files have had to be restarted up to three times since March. Specific projects mentioned as being stuck include repaving in the industrial zone, updates to Calzada de Guadalupe, the Sky Park del Rosedal, and various paving works for the peripheral roads.
The dispute involves a conflict of authority between the municipal and state governments. While Governor Ricardo Gallardo Cardona has claimed that the city is duplicating state infrastructure plans, Mayor Galindo countered that many of the projects currently being executed by the state were originally announced by the municipality. The Mayor characterized the situation as an invasion of municipal powers and a systematic mechanism of obstruction rather than a mere technical disagreement.
