San Luis Potosí passes historic mobility and road‑safety law

Governor Ricardo Gallardo Cardona, the state Congress and organized citizen groups jointly presented the Mobility and Road Safety Law, a first in Mexico of a legislative proposal drafted by the executive, legislature and civil society together. The measure, dubbed the “Ley Santi” in honour of cyclist Roberto Josué Rodríguez Santiago, establishes a hierarchy that gives priority to pedestrians, people with disabilities, cyclists and public‑transport users over private vehicles. Key provisions include mandatory theory‑practical exams for driver licences, designated cargo‑transport routes and schedules, reinforcement of public transport, promotion of electric mobility and support for non‑motorised travel, as well as the creation of a state‑wide digital information system to collect and analyse mobility and safety data for policy‑making.

The proposal aligns state regulations with the federal General Mobility and Road Safety Law and is now moving through the legislative process, beginning with referral to the Coordinating Services of Parliament and subsequent committee review.
