San Luis Potosí State Builds Projects Without Municipal Permits, Mayor Galindo Warns

Mayor Enrique Galindo Ceballos said the state government of San Luis Potosí is advancing public works, including the Guadalajara exit and the Fenapo leveling, without the required municipal authorizations. He emphasized that the projects “do not have any authorization” but that the municipality will not suspend them.

Seduvop head Leticia Vargas Tinajero acknowledged the lack of permits, describing the missing municipal approval as “just an administrative procedure.” She noted that the works violate the constitutional competence of municipalities, a point reinforced by a Supreme Court ruling in June 2026 that invalidated any state exemption from municipal licensing. The dispute has halted more than 600 million pesos of state‑funded projects pending audit, and Governor Ricardo Gallardo highlighted the economic importance of the upcoming Fenapo fair.
