San Marino to mandate electronic invoicing by 2027
San Marino is transitioning to a mandatory electronic invoicing system for domestic transactions. Following a resolution by the Congress of State, the new regulations will apply to economic operators, agricultural businesses, the State, and public or private entities holding an economic operator code.
The implementation will follow a phased approach. From October 1 to December 31, 2026, participation will be voluntary. Starting January 1, 2027, electronic invoicing becomes mandatory for most entities, excluding those with annual revenues below 100,000 euros. Penalties for non-compliance or late transmission will be enforced beginning January 1, 2028.
Transactions must be processed electronically via the Tax Office’s HUB SM. For the sale of goods, invoices must be transmitted within the second month following delivery or shipment. For services, the deadline is the second month following the completion of the service. The HUB SM will provide a dedicated area for consultation and acquisition, though it will not provide third-party document storage services.
