EU signs association agreements with Andorra and San Marino

The European Union signed association agreements with Andorra and San Marino in Brussels on 19 October. These agreements aim to integrate both microstates into the EU Single Market, facilitating the free movement of goods, services, capital, and people.

The agreements include cooperation in sectors such as research, education, social policy, the environment, and culture. Financial services integration will follow a gradual process based on regulatory and supervisory assessments. Additionally, updated monetary agreements were signed alongside the association framework to ensure legal certainty.

In Andorra, the agreement will lead to the disappearance of roaming charges within seven years. While the pact allows for participation in the internal market, Andorra will maintain border controls and will not join the Schengen Area. An Andorran consultative referendum is planned following the 2027 elections. In San Marino, the agreement is viewed as a historic milestone that strengthens its international positioning and economic ties with neighboring Italian regions like Emilia-Romagna.
