San Mateo County moves to regulate commercial humanoid robots

The San Mateo County Board of Supervisors has passed a resolution that could make the region the first in California to regulate the commercial use of humanoid robots. Sponsored by Supervisor Ray Mueller, the resolution directs legal and administrative staff to draft an ordinance governing the deployment of untethered, autonomous, or semi-autonomous “mobile humanoid robots” in businesses such as retail stores and restaurants.

The proposed framework aims to establish a comprehensive permitting process to ensure the responsible integration of emerging technologies. Key safety considerations include requirements for accessible emergency “kill switches,” clean manufacturer safety records, and human supervision.

Additionally, the resolution explores a system where businesses pay an annual fee to fund specialized HazMat and fire equipment. This measure addresses concerns raised by local firefighters regarding the risks of lithium-ion battery fires caused by thermal runaway in mobile robotic units.
