Sandro Marcos proposes ‘No Work, No Pay’ bill for Congress

House Majority Leader Ferdinand Alexander ‘Sandro’ Marcos has introduced House Bill No. 7432, known as the ‘No Work, No Pay for Members of Congress Act’. The measure seeks to link the salaries and benefits of senators and representatives to their attendance and active participation in official legislative duties.

Under the proposal, monitoring would extend beyond plenary sessions to include committee hearings and other official duties. Marcos argued that since elected officials are paid through public funds, they should be held to the same accountability standards as ordinary workers. The bill has received support from members of the ‘Young Guns’ bloc within the House of Representatives.

Marcos, who was unanimously elected majority leader at the start of the 20th Congress, also chairs the Committee on Rules. In this capacity, he manages the legislative agenda, directs floor deliberations, and oversees the calendar of bills and resolutions.
