Campo Grande adopts fully digital construction permits

The Municipal Secretariat of Environment, Urban Management and Sustainable Economic Development (Semades) in Campo Grande has implemented a 100% digital process for issuing construction permits. The change eliminates the final in‑person step, requiring electronic signatures on the Termo de Responsabilidade e Ciência (TRC) and linking the permit to the digital ART/RRT system. The procedure is governed by Semades Resolution No. 05 and does not alter the existing Alvará Imediato system.

Secretary Ademar Silva Junior said the reform modernises public services, speeds up approvals, cuts costs and enhances legal security for architects, engineers and property owners. The digital permit applies to uniresidential projects, multifamily buildings of up to five units and commercial constructions up to 500 m².
