Santa Fe promulgates law prohibiting unauthorized vehicle attendants
The Executive Branch of Santa Fe has promulgated Law 14.486, which formally prohibits the activity of 'cuidacoches' and 'trapitos' (unauthorized vehicle attendants) throughout the province. Signed by Governor Maximiliano Pullaro and Minister of Government Fabián Bastía, the law modifies the Code of Coexistence.
The practice is classified as a contravention rather than a crime. Penalties for offering unauthorized vehicle care, washing, or retribution services include between 2 and 10 days of community service and a ban from the location. Repeat offenders face arrest periods ranging from 10 to 20 days.
Local municipalities must pass their own ordinances to adhere to and implement the provincial law. In Rosario, officials are currently analyzing how to apply the new framework. A municipal survey identified 1,395 individuals engaged in the activity, with 1,218 concentrated in the city center. Discussions in Rosario are focused on coordinating municipal control with provincial police power and distinguishing between voluntary contributions and extortion.
