Santander and Norte de Santander propose 13.4 trillion peso investment plan

The departments of Santander and Norte de Santander have proposed a joint regional agenda for Colombia’s 2026–2030 National Development Plan, projecting an investment of 13.4 trillion pesos in strategic works.

Developed through dialogue between business groups, academia, and civil society via platforms ProCúcuta and ProSantander, the agenda prioritizes infrastructure, water security, energy, and productivity. Key projects include the Bucaramanga-Pamplona corridor, the Cúcuta-Ocaña-Gamarra connection, and the development of a cargo airport in Magdalena Medio.

A major focus is the ‘Pact for Water,’ which requires at least 3.5 trillion pesos to protect watersheds and advance wastewater treatment plants in Bucaramanga and Cúcuta. Other priorities involve the Catatumbo Train, the navigability of the Magdalena River, and enhancing the mining-energy competitiveness of the region.
