Spanish municipalities debate tax freezes and new tourism fees

Various Spanish municipalities are addressing fiscal policies and infrastructure concerns. In Santander, Mayor Gema Igual announced that municipal taxes and rates will remain frozen for 2027, with the exception of water and sewage services, which will see a 3.6% increase.

Tarragona is also considering a freeze on most municipal taxes for 2027, though the proposal faces pressure from opposition groups like Junts, who are calling for reductions in property and surplus taxes.

In Barcelona, the City Council has approved an initial plan to significantly increase the municipal surcharge on cruise passengers staying less than 12 hours. The rate is set to rise progressively, aiming to reach 30 euros per traveler by 2030 to mitigate the impact of mass tourism on urban services.

In other regional matters, the Partido Popular in Soria is demanding firm budgetary commitments to prevent further delays in the construction of the A-11 highway (Autovía del Duero), specifically highlighting the need for immediate tenders for the Los Rábanos-La Mallona stretch.
