Santiago de Cuba implements Neighborhood Market model for basic services

Authorities in Santiago de Cuba are implementing the ‘Mercados de Barrio’ (Neighborhood Markets) model to transform retail access to basic services. This modality involves a selected network of bodegas, butcher shops, and ideal markets to sell a defined list of food, hygiene, and cleaning products.

Management of these markets can be handled by various entities, including state enterprises, MSMEs (mipymes), cooperatives, self-employed workers, and foreign investment modalities. Under Resolution 16/2026 from the Ministry of Domestic Trade, the property is exempt from lease payments for the first two years, with extensions possible if investments are made.

Selection of managers will occur through a simplified bidding process, prioritizing local bidders from the municipality. The model also allows for regulated sales, delivery services, pre-packaging, and electronic commerce, though transactions must operate in Cuban pesos.
