Paraguay: Political maneuvering intensifies ahead of 2028 elections
Political activity in Paraguay is accelerating as various factions prepare for the 2028 general elections. President Santiago Peña has expressed his “unconditional support” for Vice President Pedro Alliana regarding the selection of his running mate. Alliana is currently evaluating candidates—including Raúl Latorre, Marco Riquelme, and César Sosa—based on recent national survey results, with an announcement expected soon.
Internal dynamics within the ruling Colorado Party remain complex following Horacio Cartes' decision to withdraw the Honor Colorado movement from the fray. Meanwhile, constitutional debates have emerged regarding President Peña's potential candidacy for the National Republican Association (ANR) leadership, with legal experts noting that while he may run, constitutional restrictions on executive exclusivity might prevent him from exercising party functions while in office.
On the opposition side, Alcides Riveros, president of the Authentic Radical Liberal Party (PLRA), has called for a meeting with parliamentary opposition parties to develop a ‘2028 Country Project’. Riveros emphasized that any opposition candidate must be chosen through democratic internal elections rather than being appointed by hand, aiming to unify the various opposition sectors.
