Santos police investigate death of man restrained during mental health crisis

The Civil Police of São Paulo are investigating the death of 40-year-old Douglas Pagliuca, who died from asphyxiation after being restrained by three men in Santos on July 30. Security footage has provided critical evidence in the case, showing Pagliuca in a state of disorientation following the recent death of his father.

The footage depicts three men attempting to contain Pagliuca, during which one individual applied a “mata-leão” (rear-naked choke) technique. Following the loss of consciousness, witnesses reportedly used ropes to bind his wrists and ankles. A report from the Medical Legal Institute (IML) confirmed that asphyxiation was the cause of death.

One individual involved in the restraint provided a statement to the 3rd District Police, admitting to holding the victim's arms to prevent him from hitting vehicles or endangering others, but denying physical aggression. Police officials have described the restraint action as “exaggerated.” Pagliuca’s former partner noted he had a history of mental health crises and drug use, exacerbated by recent bereavement.
