Sardinia faces continued disadvantages despite insularity constitutional principle

The constitutional principle intended to mitigate the disadvantages of insularity in Italy remains largely unapplied, according to an analysis by Michele Cossa. Despite constitutional reforms aimed at addressing these disparities, significant gaps persist in various sectors, including maritime transport, healthcare, and education.

In the academic sector, the Ordinary Financing Fund for universities continues to use a coefficient unchanged since 2011. This has resulted in stark funding disparities; for instance, PNRR funds for university construction allocated only 2.8 million euros to Sardinia, compared to 96 million euros for Lazio. While the Constitutional Court recognized in 2019 that Sardinia's insularity must be factored into state resource allocation, its 2024 rulings on the matter were declared inadmissible, avoiding a definitive stance.

Other areas of concern include per capita healthcare spending, which OECD data shows is higher in island territories, and the distribution of revenues from European maritime emission auctions, which do not sufficiently benefit the regions contributing to them. Critics suggest that resolving these issues requires updating administrative algorithms to reflect constitutional mandates rather than relying solely on technical formulas.
