Sarpsborg municipality partners with businesses to reduce bureaucracy

Sarpsborg municipality, the Confederation of Norwegian Enterprise (NHO), and the Sarpsborg Business Association have entered into a cooperation agreement aimed at reducing bureaucracy for local businesses. The initiative seeks to transform Sarpsborg into a national model for municipal simplification by creating faster, more predictable, and easier administrative processes.

By addressing issues such as time-consuming reporting, unclear requirements, and slow application processes for building permits and planning, the partnership aims to allow companies to focus more on value creation and less on documentation. The agreement was signed at Paxster, a company that produces electric utility vehicles and has experienced the resource drain caused by extensive public reporting requirements.

The parties intend to select three to five specific measures to work on by the end of November, with the goal of implementing improvements during the first quarter of 2027. Proposed areas for improvement include simplifying public procurement, reducing unnecessary documentation, and providing clearer information regarding contact points and regulatory requirements.
