Saudi Arabia Minister of Justice approves new enforcement regulations
Saudi Justice Minister Walid Al-Sumani has approved the new executive regulations for the Enforcement Law. The regulations, which consist of approximately 54 legal articles, aim to enhance the efficiency of judicial enforcement, increase transparency, and accelerate the recovery of rights while maintaining legal protections for both creditors and debtors.
Key provisions include a requirement for debtors to disclose all assets, both domestic and international, within five working days of notification. Entities holding assets must notify relevant authorities within three working days and deposit due funds within five working days. The regulations also introduce stricter controls on travel bans, limiting them to cases where insufficient funds are available to satisfy the debt, while allowing for appeals based on professional necessity or hardship.
Additional measures include field inspections to track assets through service providers, a 60-day window for voluntary asset sales by debtors, and specific procedures for the eviction of real estate and the handling of personal property. In family law matters, the regulations govern alimony, custody, and visitation rights to protect family interests. The new framework is set to coincide with the updated system taking effect on October 29, 2026.
