Saudi Arabia pursues nuclear energy and Vision 2030 goals
Saudi Arabia is pursuing a dual strategy through its ‘Vision 2030’ initiative and the development of nuclear capabilities for civilian purposes. This approach aims to reduce the nation's dependence on oil while utilizing petroleum revenues to fund a new, diversified economy to ensure long-term energy security.
Politically, the modernization plan seeks to solidify the monarchy's status by offering economic prosperity and security in exchange for social compliance. Furthermore, acquiring nuclear potential is intended to grant Riyadh greater autonomy and sovereignty in its relations with regional and global powers.
A key component of this strategy is a protocol signed with the United States regarding nuclear cooperation. Unlike previous ‘gold standards’ required by Washington—which typically demanded that signatories renounce domestic uranium enrichment and accept rigorous inspections under the Non-Proliferation Treaty’s Additional Protocol—the new bilateral agreement offers more flexibility. Instead of an explicit renunciation of enrichment, the agreement stipulates a joint report every two years to determine if uranium enrichment on Saudi territory is necessary.
