Saudi Arabia, United States Sign Historic Civil Nuclear Cooperation Deal

On 22 July, Saudi Arabia and the United States signed a civil nuclear cooperation agreement that provides a legal framework for Saudi construction of a nuclear reactor and the potential enrichment of uranium on Saudi territory. The pact, based on the U.S. “123” nuclear cooperation statute, authorises American firms to supply the materials and technology needed for a fuel‑production plant, while establishing a bilateral safeguard regime overseen jointly by the two governments.

The Trump administration presented the deal as a way to broaden U.S. influence in the Middle East and to compete with Russian, South‑Korean and Chinese nuclear projects in the region. For Saudi Arabia, the agreement is a step toward diversifying its energy mix and reducing reliance on oil exports. Analysts note that the arrangement also ties into broader security talks, including potential defense cooperation and discussions about Israeli‑Saudi normalization, although the latter has stalled amidst regional tensions.

The agreement marks the first time a Gulf Arab state has received U.S. permission to pursue uranium enrichment, raising both economic opportunities and proliferation concerns.
