Savannah police officer fired for sharing Flock credentials with ICE agent husband

Amber Harpe, a former Savannah Police Department officer, has been terminated for providing her Flock automated license plate reader (ALPR) login credentials to her husband, Tyler Harpe, an Immigration and Customs Enforcement (ICE) agent.

Internal audits revealed that Tyler Harpe used the credentials to conduct 983 searches involving 97 different license plates between January and July. These searches spanned multiple states, including Georgia, New Jersey, Maryland, Florida, North Carolina, and South Carolina. Investigators noted that the majority of the searches conducted in South Carolina targeted vehicles owned by Hispanic individuals.

According to local reports, the Savannah Police Department does not share Flock data with ICE. The incident highlights concerns regarding federal immigration agents accessing local surveillance networks without formal agreements. This case follows several recent instances in Georgia where law enforcement personnel faced disciplinary action or legal consequences due to the misuse of the Flock system.
